Navratri to Diwali 2026 — the MP surge-staffing plan to book now
Malls run 40–100 percent more guards on Diwali weekend, police add watchtowers and drones in market zones, and agencies need two to three weeks to field verified surge staff. If you manage a market, mall, garba ground or warehouse in MP, this is the booking calendar.
Every year the same conversation happens a week before Diwali. A mall manager, a market association secretary or a garba organiser calls and asks for "ten extra guards from tomorrow". And every year the honest answer is the same: verified, trained guards cannot be conjured in a day. The agencies that say yes at that point are sending whoever is free.
September is when this gets decided. Navratri runs into Dhanteras and Diwali, footfall multiplies on specific evenings, and the police response shows what the baseline looks like: for Diwali market zones, Chennai's T. Nagar deployment alone has meant temporary watchtowers, 90-odd additional CCTV cameras, drone surveillance, hundreds of personnel in shifts, and plainclothes teams. Your private cover has to match that environment, not the quiet August roster.
How festive footfall actually behaves
It does not rise flatly. A store that sees 8,000 visitors on a normal Tuesday sees 20,000–25,000 on a festive Saturday, concentrated between roughly 5 p.m. and 10 p.m. Dwell time stretches in jewellery, electronics and apparel zones where gifting stock sits open on the floor. Parking overflows first, entries jam second, high-value counters get crowded third.
That sequence dictates the staffing:

The single most common failure is a flat "more guards for the month" order. Specify dates: which garba nights, which pre-Diwali weekend, Dhanteras eve, Diwali eve. An agency given exact dates rosters exactly; an agency given a vague month averages out.
The booking calendar for MP
- Now (mid-September): lock Navratri coverage — garba grounds, temple committees, dandiya venues, Durga pandals. Crowd plans need entries, exits, stage cordon, VVIP route, parking and emergency lanes drawn before the first night.
- Early October: confirm Dhanteras–Diwali retail cover — malls, bazaars, jewellery clusters, electronics markets, sweet-shop crowds. This is also when warehouses hit dispatch peak (see our warehouse guide) and need dock supervision.
- Late October–December: wedding-season and New Year events, school annual functions, trade fairs. Smaller per event, steadier volume.
Lead time is two to three weeks minimum for verified surge staff: police verification, site briefing, uniform and post instructions. Temporary deployment is not a compliance holiday — surge guards deployed by a PSARA-licensed agency go through the same verification and training standards as permanent staff.
What to demand in the surge plan
Ask for it broken down by date, not as one "extra guards" line:
- Date-wise headcount — how many additional guards on each peak date and evening, by post (parking, entry, counter, stage, control room).
- Named supervisor and control discipline — who runs the festive floor, radio discipline, escalation tree to your manager and to police.
- Lady searchers — screened search areas for women attendees at garba and event venues, female counters in retail.
- Briefing record — surge guards briefed on temporary kiosks, decor obstructions, stage positions and changed exits before their first shift, not during the crowd.
- Coordination letter — who liaises with local police and administration for permissions, traffic and emergency lanes.
For garba and dandiya grounds specifically: entry-rate control matters more than entry strength. A gate that admits 500 a minute into a 3,000-capacity ground fails at minute seven. Hold-and-release at pinch points, one-way circulation, and a counted capacity are what prevent the crush — not more muscle at the door.
