A scooter stolen at Hamidia, a robbery in an AIIMS lift — hospital parking needs a guard

A nursing officer's scooter vanished from Hamidia Hospital in 30 minutes on 22 August; 11 days later a traffic challan photo showed a rider in khaki. Add a lift robbery at AIIMS Bhopal with no guard present. Hospital compounds leak vehicles — here is the parking fix.

Thirty minutes. That is how long a nursing officer's scooter lasted inside Bhopal's biggest government hospital.

Neelu Sahu, 32, parked on the Hamidia Hospital premises around 8 a.m. on 22 August 2026, went inside to mark attendance, and returned half an hour later to nothing — scooter gone, with a bag inside holding an iPhone, PAN card, SBI ATM card and car keys. Kohefiza police registered the case; hospital CCTV showed a person in a white shirt taking the vehicle away.

Eleven days later the case broke from an unlikely source: a traffic e-challan issued on the stolen scooter, with a camera photo showing a rider in khaki uniform. Police are now joining hospital CCTV to traffic-camera images to identify the rider and trace the vehicle's movement — and, pointedly, have not confirmed whether the uniform in the photo belongs to anyone in service.

Add the second Bhopal data point circulating the same fortnight: a woman allegedly robbed inside an elevator at AIIMS Bhopal, with no security guard present at the spot. Different building, same lesson — hospital compounds have two zones nobody owns: the parking ground and the lift lobby.

Why hospital parking leaks

  • Open ground, shift-change rush. 8 a.m. is peak overlap — staff arriving, attendants leaving, vendors entering. A man walking a scooter out looks like a man going home.
  • No token, no barrier. Without a parking slip matched at exit, the gate guard has no lawful reason to stop any rider.
  • Helmet-face anonymity. CCTV gives a shirt colour and a helmet shape, not a face — exactly what Hamidia's footage produced.
  • Lifts unposted. A lift lobby without a guard or camera watch is a moving locked room; the AIIMS allegation is what happens when it stays unowned.

The parking-and-lift fix (five posts, not five cameras)

1. Token every vehicle. numbered slip at entry, matched at exit. No slip, no exit — the rule that stops a walk-out theft in the rush. Log it in the gate register ; tokens without a written log are confetti.

2. Post the parking ground as a post. A named guard, a beat covering rows, not the gate. Shift-change hours get two guards, not one — the Hamidia theft happened in the busiest 30 minutes of the day.

3. Post the lift lobby on visiting hours. One guard or lady guard at the main lift bank during OPD and visiting hours, with a camera watched in the control room — cameras unwatched are just recordings .

4. Verify every uniform. The khaki-rider photo is the warning: challenge unknown uniformed riders at the exit the same way you challenge visitors. Our verification guide shows the per-guard papers to demand — apply the same suspicion to anyone claiming authority on your compound.

5. Reconcile challans to the log. Any traffic challan on a staff or hospital vehicle gets matched to the parking log within 24 hours. Hamidia's break came from a challan; build that check into routine instead of luck.

A parking post costs less than one mid-range scooter — and Hamidia's loss included a phone, cards and keys on top of the vehicle.
