300 kg of gelatin missing as VIPs land — Indore's event-security week

Indore this week is running two security operations at once — and every event organiser in MP should watch how they interact.
Operation one is criminal: a 15-member SIT under Indore Rural is probing the theft of 300 kg of gelatin, with a reward offered for information on the unidentified miscreants. One box has been found discarded outside; police note such material is typically used in stone-breaking in wells nearby — but with the accused still free, the file stays open. Operation two is protective: back-to-back VIP movements over 17–19 September, with Additional DCP Rajesh Dandotiya confirming category-wise security arrangements and protocols, CCTV analysis of entry/exit points, plus a large student programme — Rahul Gandhi's Chhatron Ki Goonj — scheduled for 19 September.
Missing explosives plus VVIP movement plus a mass student gathering in the same city on the same days is the textbook event-security stress test.
Add the crowd-crime footnote from Mumbai: on 14 September at Lalbaug Ganeshotsav, Kalachowki police arrested two Indore men after multiple darshan-queue theft complaints — a woman's Rs 70,000 gold necklace, a man's 13-gram gold chain worth about Rs 90,000 — exposed when a security guard (Michael Bablu Nadar) raised the alarm over his own stolen phone (Rs 25,000) and Rs 2,300 cash and devotees caught the suspects. Plainclothes police in the crowd took custody. Crowd theft travels with the crowd.
What Indore week teaches organisers
- Two perimeters, not one. The outer protocol (VIP routes, traffic, police liaison) and the inner crowd (entries, queues, stage, pickpockets) fail independently — staff both.
- Entry rate beats entry strength. Lalbaug's queues were dense enough for chain-snatching in daylight. Hold-and-release at pinch points and counted capacity prevent the crush that pickpockets farm.
- Plainclothes inside, uniform outside. Mumbai's plainclothes patrol made the arrests; uniformed presence alone only moves theft one lane over.
- Unrecovered material changes the brief. With 300 kg unaccounted for, Indore's brief includes explosive-awareness: contractor vehicles checked, unattended boxes treated as incidents, gate logging enforced on every service entry.

The event-security drill (five lines on the work order)
1. Date-wise headcount by post. Parking, entries, queues, stage cordon, control room, emergency lanes — per date and evening peak (5–10 p.m.), not a flat monthly number.
2. Named supervisor + radio + escalation tree. Who runs the floor, who calls police, who stops entry — written, not shouted.
3. Lady searchers and screened search areas. Family and student footfall needs female search cover at every entry — the Seoni escort logic applies to jewellery on persons too.
4. Briefing record before first shift. Temporary kiosks, decor obstructions, changed exits briefed before the crowd, not during it.
5. Coordination letter with police. Permissions, traffic, emergency lanes, unattended-item protocol — who liaises, in writing.
